Rousseff said that dialogue, convergence and partnership were necessary to overcome the political and economic crisis in the country. Rousseff is accused of manipulating budget accounts to allow her administration to boost spending to shore up votes ahead of her 2014 re-election campaign. She has vehemently denied committing any crime and says prior presidents made use of similar accounting techniques.

The president said that if Brazilians were capable of organizing the Olympic Games, then they were capable of making the country's economy grow again.

"I think that an environment in which the 'worse it gets, the better it is' does not benefit the country; it does not benefit the economic and political stability of the country. If we are capable of organizing an Olympiad, if we are capable of organizing a Para Olympiad, then we are capable of making our country and its economy grow again. To do that it's necessary for the convergence of dialogue and partnership," Rousseff said.
