For 28 years, a serial killer terrorized the small city of Baiyin, located in China’s northwest Gansu province. Last month, the Ministry of Public Security confirmed that the killer Gao Chengyong, reportedly a married father of two, had been arrested. Gao later confessed to killing eleven women between 1988 and 2002.

Gao’s killing spree was particularly gruesome, attracting attention around China. He went after young women, raped his victims, and reportedly even dismembered body parts froma few. His youngest victim was only 8-years-old.

Since the case broke last month, several companies from China’s entertainment industry expressed interest in adapting the case into a film. The question of who would land the rights to make the film temporarily became a story in of itself.

In China, these types of films require approval from both the State Administration of Press, Publication, Radio, Film & Televison and the Ministry of Public Security. The Beijing Jindun Film and Television Company, a state-owned subsidiary of the Ministry of Public Security, announced earlier this week that it will produce the film together with director LuChuan’s movie company.
