Traditionally in English (British and American), an electricity blackout is also a power cut, which is also a power outage. Ablackout often carries the sense of accidental non-supply more than an outage does.
传统上,在英语(英式和美式)中,electricity blackout(断电)也叫power cut,也是power outage.。与outage相比,blackout通常会带点儿意外断电的感觉。
Water non-supply is traditionally water suspension (intentional) or a water stoppage (accidental). There’s no particular reason for it — it’s just conventional usage. Of course, no one speaks of a water blackout (because water doesn’t ‘light’ or ‘lit’).
水不供了应通常是water suspension(故意的)或water stoppage(意外的)。这并没有什么特别的原因,只是习惯用法。当然,没有人会说water blackout(因为水不会亮或不亮)。
